Short answerThe threshold is €800,000 in Attica, Thessaloniki, Mykonos, Santorini and islands with over 3,100 residents, and €400,000 elsewhere. €250,000 applies to commercial-to-residential conversions and listed building restorations.

Thresholds depend on the region

Since the 2024 reform, thresholds are tied to location. Attica, which includes Athens, Thessaloniki and the most sought-after islands sit at the top threshold.

The 120 m² rule

At the €400,000 and €800,000 thresholds, the investment must be a single property of at least 120 m². Combining several small apartments is no longer allowed.

The €250,000 option

Converting a commercial building into housing or restoring a listed building qualifies for this threshold. The conversion must be completed before the application.

For every project, our lawyer confirms threshold eligibility against land registry and zoning records.
